Dr. Hollister will illustrate the steps necessary to create a nationally recognized advocacy program and the types of strategies that lead to advocacy success using current and past examples of legislative and regulatory agency successes.
Presenters:
Chuck Hollister, PhD, is a licensed psychologist and current CEO and Director of Professional Affairs for the Missouri Psychological Association. He has been a past president and legislative chair for the organization. Dr. Hollister has a long history of advocacy for professional psychology and its patients. He has been involved in the passage of over a dozen bills that included reimbursement under Medicaid for psychology interns, the Health and Behavior Codes, which are used in integrated care, a 2-year limit on civil liability for psychologists previously only enjoyed by physicians, and PSYPACT. Advocacy around regulatory issues has helped protect psychologists’ testing rights and has helped Missouri become the only state where psychologists have reimbursement parity with psychiatrists under Medicaid for similar codes. Dr. Hollister has won multiple awards related to his advocacy work, including APA’s Outstanding Staff Member of a state psychological association and the Karl F. Heiser Presidential Award for Advocacy. Under his leadership, the Missouri Psychological Association was named APA’s most outstanding state psychological association for 2019. He was elected an APA Fellow in 2022 due largely for his work in advocacy. He has presented multiple times on advocacy, including presentations for the American, Missouri, and Oklahoma Psychological Associations. Dr. Hollister was a three-year member of APA’s Advocacy Coordinating Committee that is responsible for determining APA’s strategic priorities. He was previously named by a then Speaker of the House to a special legislative committee on the transformation of Missouri’s Medicaid program. He was an invited member of a special stakeholder group on how best to transfer foster children into managed care. Last year he organized and hosted a gathering of over 40 state psychological associations to discuss and celebrate their successes in promoting EDI. He has testified numerous times at the state legislature and has been involved in a large number of Congressional and Federal advocacy efforts.
